Maryland Energy Administration (Jane Lawton Loan Fund), MARBIDCO, and the Natural Capital Investment Fund...may have loan funds...for validated Energy Efficiency Improvement Investments. 

Your EmPower Utilities may have Incentives for certain Energy Efficiency Investments, and, 

Energy Efficiency Improvement GRANTS may be available at certain times of the year through: 

1. US Department of Agriculture (REAP)
2. Maryland Energy Administration(C&I&A)
3. MARBIDCO 

A basic calculation to make is "ROI" which estimates, based on your last Twelve Months of Electric Bills, how much TIME it will take you to be "even". 

SIMPLE ROI:

Divide Total Investment Cost / BY First Year  Energy Saved Result is Number of Years to "breakeven" without other benefits (ignore tax credits, other incentives, for this one, etc.)
